Texas is shifting special education funding away from instructional settings and toward the intensity of services and supports students receive. What does that mean for special education teams, IEP development, and district documentation practices?

In this interactive workshop, participants will gain a practical understanding of the new Intensity of Service funding model and the 5-domain scoring process used to determine funding tiers. Educators will learn how intensity scores are calculated, how related services and 1:1 supports impact funding, and what documentation is needed to accurately reflect the staff effort and resources required to provide FAPE.

Participants will work through real-world examples and apply the scoring rubric to current student IEPs. To support hands-on learning, attendees should bring two current IEPs and leave with a clearer understanding of how to score services, document decision-making, and prepare for implementation of the new funding model.

Learning Objectives

By the end of this session, participants will be able to:

Explain the shift from instructional setting-based funding to intensity-based funding for special education services.
Apply the 0–3 scoring rubric across all five domains to determine a student's composite intensity score.
Identify service groups and add-on funding categories, including related services and 1:1 supports.
Evaluate IEP documentation to ensure it accurately reflects the level of staff support, resources, and specially designed instruction required to provide FAPE.
Use current student IEPs to practice scoring and make connections between documentation and funding outcomes.
